spots of water on the lens maybe? More than likely via photoshop with one of the transparency tools.

Several layers added, you can download plugins including a false glare orb which is what's used on these photos :)
 
Or if you're feeling adventurous, experiment with hanging small objects to the side of the field of view so that you get this effect, has the wife got a pearl necklace handy?

For the second time on a week, someone has asked how the look of a photo is achieved and for the second time people have jumped straight to photoshop.

It's a photography forum folks. There are better places to discuss photoshop techniques, why can't we stick to photography in the photography sections.
 
Easy, get a Cokin filter set, sprinkle it in dust and shoot into the light with it. The 3rd one is an incredibly bad photoshop!
