you have worded the letter pretty much as I would have.
I do see why you sent in a set of free pics to start with as I'm sure if you'd asked for payment for pics from the onset the Editor would have replyed with
"send me some samples of your work" (ie free) or "sorry we don't pay for local football pics", either way your letter should have followed your 1st initial submit! & left at that.
By continuing to send free pics you set out your stall which now results in :-
a, Peeing off your advice givers here on TP &
b, An Editor that will not pay for your images. (he'll take the next free set now anyway).
Stick with it & try to cover games you know are important to the area & the Papers, (staffers can't cover them all). let the Editors know which game you are covering & that the images are available for use at the papers "usual rate".
If they use them then hey, you get paid, if not then hey, you have some nice footy pics
