Supposedly its in beta, they were looking for people to apply for it (I did) but haven't heard anything back, hopefully soon!

I should imagine in Sept when iPadOS is launched.
Like other developers, Adobe would have access to the Beta versions - so would optimise Photoshop Mobile for that version of the OS.
Adobe have got a huge task to make it a worthy competitor for Affinity Photo (which may be another reason for the delay in releasing it).
