ok basic question had bought for me a lovely book for me

how to cheat in photoshop

it says and i hope i got right

a modifier for the marquee eclipse is to hold space bar which allows you to move a selection while drawing

now me being stupid or thick or anything similar can't seem to get it to work am on a mac with uk keyboard so can anyone help me with this

I always thought the H key allowed you to move stuff around whilst working on any picture... (H=Hand tool)
Think you need to hold down shift at the same time which allows you to switch to the hand key but reverts back to whatever tool you were using at the time before moving...

I could be wrong though...

Just tested it within Photoshop CC on a Mac, with UK keyboard and it works.

You're already holding down the left mouse button as you're still drawing the shape, holding down the space bar at the same time allows the shape to be moved with the mouse, releasing the space bar allows you to keep drawing the shape until you finally release the mouse button, after which holding the space bar then reverts to the usual 'hand tool' shortcut allowing you to move the picture, not the shape.

but can you then alter selection which is what i was led to believe?

You can alter the selection for as long as you keep the left mouse button depressed. So all the time you're holding the left mouse button down you can drag a selection, hold space as well to reposition it, release space and change the size of the selection, hold space, reposition etc. As soon as you release the left button however, that's it - the size is set and you'll start drawing another selection if you re-press the left button.

You can still move the selection by dragging it around with the mouse, add to it by holding the shift key down, or take away from it by holding the alt or ⌥ key down. You can also re-size the selection (which I think is what you're after) by right clicking inside the selection and selecting 'Transform Selection' from the menu - that'll give you access to the usual corner boxes that allow you to stretch, rotate etc.
