Photographing and videoing public event - what's the legality?

Hi. I've been asked to photograph and video a town carnival this Saturday by a local community group. Can anyone tell me where I stand re posting a video of the general public (including children) on YouTube and the towns own website? Someone in the group said that they were not allowed to photograph children for another event without their parents permission.

Anyone have any experience of this type of situation?
