Just about to send a payment via Paypal as a 'gift' & it is giving me the
option of either paying the charges myself & charging the receiver!

It never used to be like that.

Anyone else noticed or am I doing something wrong

I think that gifts are free if you have funds in your paypal account. You pay if they need to get money from your bank/card.

I hope you and the recipient have read PayPauper's User Agreement:

8. Fees

Fees depend on whether you are making a commercial transaction or a personal transaction. A commercial transaction involves buying and selling goods and services, or payments received when you “request money” using PayPal. A personal transaction involves sending money (initiated from the “Personal” tab of the “Send Money” flow) to, and receiving money into your PayPal Account from, friends and family without making a purchase (that is, the payment is not for goods or services). If you are selling goods or services, you may not ask the buyer to send you a personal transaction payment for the purchase. If you do so, PayPal may remove your ability to accept any or all payments for personal transactions.

I had this trying to pay for something here the other day.

It was £200. But only wanted Paypal. So it was either £192 to him or £208 to me...

In the end I paid by Bank Transfer.

I don't understand the Gift thing.. it always wants to add in charges that either I need to pay or the recipient.

I don't trust Paypal enough to ever have a balance or give them my bank details, so I assume its because its coming from my Credit Card,

From now on I won't use gift to buy something from a members market etc. I thought it was a way to pick up the paypal charges instead of the seller, but it comes with the added complication of no recourse via paypal if there is an issue. Got screwed over because of tis. I'll add what the cost should be if that's what the seller wants.

Think you may be correct there as there wasnt enough in Paypal for the
transaction.

We will see next time :)

I've just noticed this today. Raelly annoyed me. Bank transfer for me aswell.

I've used PayPal gift with the money taken from my bank account without incurring charges, but when using my credit card the charges have been applied. Has this changed now?

AFAIK charges apply if you don't have suuficient funds in yourPaypal account, do not have your Paypal account linked to a bank account/debit card that has sufficient funds to meet the transaction, or if your Paypal account is linked to your credit card.

There is no buyer protection using Paypal gift, so you have to trust the seller. But there is no buyer protection if you use a bank transfer. If you want protection then I'm afraid you have to send the money via Paypal for goods and pay the fees.

There's no such thing as a free lunch.

Had a little mess about with this the other day and seemed to start applying charges once I put in anything over 30 quid

Had enough in the linked bank account to cover that and a fair bit more, but would only let me use my credit card for some strange reason

Think they have got fed up with people using gift and enying them even more money, greedy sods

its been like that for a while.

last time i bought something direct with papal (and not through ebay) instead of doing it as a gift with me paying i did it as normal paypal but just increased the amount i sent accordingly, other wise i was paying the same and not getting the paypal protection (and the seller didnt want paypal at their expense). Kindof like the old ebay days where everyone charged more for paypal until ebay put an end to it (as the extra cost put people off using ebay).

There is no "protection" for off-Ebay transactions.

Read the user agreement.

Gift payments should not be used for buying and selling goods and services. It's an extra facility allowing you to send funds to family and friends and is cheaper and/or more secure than sending cash through the post. Abusing the facility is akin to making commercial use of images that are available on a webpage for personal use only.

How to circumvent any payment systems is listed as prohibited content in the rules for this site.

From 1st June:

PayPal Buyer Protection

Section 13 is being amended to reflect changes to the PayPal Buyer Protection programmes. The amendments:

consolidate the PayPal protections for buyers into one PayPal Buyer Protection programme (covering buyer protection both ‘on’ and ‘off’ eBay);
clarify the eligibility requirements for protection under the PayPal Buyer Protection programme; and
enable UK registered users to also be eligible for reimbursement for Claims in respect of “Significantly Not As Described” items purchased with PayPal outside of eBay.
