passport photo from jpeg?

does anyone know if i can go from a jpeg image and change the picture into a passport size picture? ie one that displays 4 images that can be used for passports etc?
i have LR4 (30 day trial ) installed on work pc, and elements 10 at home, or maybe you can do this from windows picture editor?
would like to then save the pic on SD/CF or USB, and take it to a supermarket or similar where i can print out the 4 x passport pics on the one 6 x 4 sheet.
 
I did exactly this.
I setup the image 4 times in a block and told adobe to print it off at 2x the linear dimensions of the passport regulations.
then put it on a USB stick and took it to asda
they printed it in high quality and my missus took it to the passport office......
where they nicely told her to throw it away as she didn't fill the frame enough or her eyes were in the wrong place in relation to the borders.
so either just get it done at the postoffice or do it far better than I did!

they're a funny bunch at the passport office!
Last time i had my picture taken in one of those machines, they came out so blown you could hardly make me out!
I still took them to the post office for them to check thinking they'd tell me the pics were useless, but they accepted them!

anyway, i need some photos for my lad to join the local football club, so i don't think they'll be as 'arsey' as passport bods!
Managed to get them done at me folkjs house as they have a decent printer with photo paper.

note. at first i phoned the nearest Tesco to see if they had the photo lab machines and that they took CF cards which i was told "yes" and "yes".
So, i drove the 15 minutes there in my lunch hour only to find BOTH machines out of order! I was not best pleased. :annoyed:
