Appreciate the time taken.If the car park is privately operated (and many council ones have contracted them out to private companies) find out if they are members of the British Parking Association. If they are they have signed up to abide by the BPA Code of Practice which places requirements on how they deal with camera controlled car parks and incorrectly recorded number plates.

LLP - I can save you the hassle and suggest never coming to southampton. Its all P&D or residents permits.
Although to be fair the only time we've been ticketed its been a fairly painless appeal process and in all cases overturned tickets (twice the council permit database not updated quickly and the anpr issued automatic tickets, once the OH used the Ringo system and forgot to change the reg number for my car).
I've been there 3 days ago actually. I don't know why but I certainly didn't find anything of interest at all. I feel sorry for the residents. You can't even go shopping to LIDL by car, only to ASDA. Just move to somewhere nicer like Weymouth or whatever.
Did the residents breathe a collective sigh of relief when you left?
