Painting problem. DIY gurus in here please.

So what's causing this. I'm painting the landing and in just one area of the wall the paint is blistering. I've tried sanding back to clear plaster board and re sealing it. But just in this area, about a meter square, it blisters up. I've tried Leyland and Dulux paint, same thing. Driving me nuts as it looks awful.

Had a similar issue, couldn't trace the cause!
I scraped off the bubbles then mixed some Gyproc Easifill 60 filler and skimmed it over then sanded it flush once dry and repainted

Grease, on or in the surface you've painted over?
 
Must be but I've cleaned over it with soapy water after taking it back to almost bare plasterboard and it still reacts. Anyway,I've re done it and it's not as bad this time, just a small patch that I can put a picture over
 
Hope that it is sorted, in the future Gardz is good for sealing surfaces before painting.
