I have quite a bit of trouble using flash when there are mirrors or balloons that might reflect the flash back.

I usually have the camera on manual and have the flash set to E-TTL. When the flash goes off it seems to be underpowered, is it because it is fooling itself into how much power it needs with the reflection?

Any thoughts on how I get round it?

check your flash exposure variable setting, but it could be affecting it, yes.

Also watch for reflections of your flash in the shiny things.
 
be at an angle to the mirror so the flash bounces off it and doesn't come back into the lens where it screws up metering
 
I think that bouncing it back will make it worse but try it and see (and tell me if i'm wrong :p)
