Shocking, they should train the dog to pick it up. Hmm I'm surprised the council doesn't actually provide some benefits for people in that situation to walk their dogs and scoop their poop. Bad nasty Tories.

My dad used his mobility scooter for years to get out and walk his dog. She trotted alongside quite happily.
And he made his own version of a poop scoop so nothing was left as a souvenir for others.
 
Not saying that all are like that, just that some are. Usually small, yappy dogs (well, small breeds but big boned...) that produce inordinately large eggs.
