As with many things (some) Americans find acceptable.....the daftness of finding intact ordinance at the site of old battles and thinking it is ok to handle let alone thinking they can take it on a plane, beggars belief

These aren't 'shells'. They're the cases that contained the propellant, and are simply empty metal containers after they've been fired. The shell is the projectile that contains the explosive charge.
