Odd metering behaviour - Canon Av1

I've got two Canon AV1s and both are set exactly the same, Lens/ASA/Aperture/New batteries. The meter in one behaves as I'd expect but the other one
needs to be pointed at a much brighter light source to get the light meter to move. Any ideas?

Can you quantify a bit more? Is it one or two stops out, or more?

Well I had something similar with two AV1s...one was a lovely black one but threw it away because it was about 3 stops out, the 2nd and the one I own now had a similar problem so decided to take it apart and try to fix it, well I took the top cover off and it was cured and I didn't do anything else, so my guess it something wasn't connecting properly or dry joint or whatever. Well the top cover comes off easily and might be worth doing as a last resort if nothing else works.
