Were you using a filter at all Phil?
That looks like light halos caused by dust on the lens/filter.
It looks like a wet evening. I think it might be the flash picking up the rain, or mist in the sky. I've had quite a bit of this lately.
I see from the EXIF your flash fired so would suggest possibly dust in the atmosphere.
The gnats / dust in air suggestion sounds the most plausible!

A couple of years ago, Mrs CB tried some arty shots of daffodils at night and managed to capture a passing gnat almost in focus.
Now there's an idea
200 shots and a set of discharged flash batteries later, I had an abundance of blothces just like yours.....alas, no church appeared in the background.

Focussing on gnats in flight?? Sounds like a job for the mp-e 65mm and some pretty impressive technical ability!
