Is there a way to "paint" noise out of an image in PS or LR - using the brush at various settings in a similar way you would sharpen an area?

any other noise reduction programme with this method of noise reduction
 
I do it like that in Adobe Camera Raw (PS) on the background areas sometimes
 
Can't you just use the adjustment brush?

In LR, press K and then select the parameters you want to brush on, simples.

I tend to just use the mask function when I sharpen so it only sharpens the subject and not the BG. Hold down option/alt key whilst you slide the mask slide to see what will be sharpened.
 
In Photoshop my way of doing it is:
  • Duplicate the layer
  • Apply noise reduction to the whole layer to a level you're happy with
  • Create a layer mask on that layer
  • Lower the opacity and paint with either black or white (depending on how you've set up the layer mask) to erase the item you don't want to have the NR applied to
So say I have a bird and want to remove noise from BBG but not the bird, I'll do the above and apply NR to a level I'm happy with for the BG. then I'll paint the bird to reveal the layer underneath which is the bird with no NR applied. This way I can use multiple layers to apply NR in differing amounts to different parts of the image.
 
I am looking to use a pressure sensitive brush to reduce noise - as I would with using a pressure sensitive brush with the dodge or burn tool in PS
 
Don't think that's possible in photoshop then sorry.
 
Yes, you can paint on NR w/ LR. And it is pen pressure sensitive if you have the flow set to a lower setting (it works like the "minimum" setting). In PS you would make a copy layer and blur it (or noise reduction filter) and then mask that in/out.

But you can't make the amount of NR pressure sensitive surely? So all you'd be doing is removing it in varying degrees of transparency right? Or am I missing something?

PS - that's what I have done sometimes - used the blur tool and sometimes the stamp tool on solid areas

The blur tool can work really well, but I thought that it was not the thing to do and was just a work around - I just found this way by accident

I am unaware of any program that has the NR setting itself pressure sensitive/variable... it's always variable opacity/flow (doesn't really matter if painting in or masking out).

logical - NR smooths the pixels - as does the blur tool

(presumably colour noise and dark noise are really the same and dealt with in the same way by NR?)

Color noise and luminance noise are different, and best dealt with separately. I typically use LR's detail panel color noise reduction first... and you can usually get away with a stronger setting.
