Yes, you can paint on NR w/ LR. And it is pen pressure sensitive if you have the flow set to a lower setting (it works like the "minimum" setting). In PS you would make a copy layer and blur it (or noise reduction filter) and then mask that in/out.

I am unaware of any program that has the NR setting itself pressure sensitive/variable... it's always variable opacity/flow (doesn't really matter if painting in or masking out).But you can't make the amount of NR pressure sensitive surely? So all you'd be doing is removing it in varying degrees of transparency right? Or am I missing something?
Color noise and luminance noise are different, and best dealt with separately. I typically use LR's detail panel color noise reduction first... and you can usually get away with a stronger setting.logical - NR smooths the pixels - as does the blur tool
(presumably colour noise and dark noise are really the same and dealt with in the same way by NR?)
