Dragging the shutter is when you use a slower shutter speed with flash.
The flash takes care of the subject for exposing and freezing whilst the slower than normal shutter speed helps with allowing ambient light to register in the shot.
You find it used alot at weddings or portraits where you don't want your subject to look there is nothing behind them.

It's a strange phrase for something fairly basic which doesn't really need a phrase to describe it.
It's just setting the correct shutter speed to get the mix of ambient and flash light which you wish to use.

Dragging the shutter is a fairly new piece of jargon, at least to me, and basically means deliberately using a much longer shutter speed than 'normal'.
With flash, as mentioned above, it's the same as slow-sync technique - using a longer shutter speed to bring up the ambient light exposure level to balance with the flash.
But in 'drag landscapes' it's using a longer shutter speed to show movement blur, like braches and leaves blowing in the wind, or long grass/corn/flowers, that kind of thing.

TBH, I always thought it was another way of saying 2nd curtain flash sync...and I was wrong. It just means use a slower shutter speed than the flash needs to bring up the ambient light levels!

This was a lucky example - I was trying to use the flash to freeze the fast moving meerkat but there was enough light to register the ambient as well. I was very lucky that the flash fired at a good moment. Looking at the review screen, I almost deleted it (and some may think I should have anyway!) but I'm glad I didn't.
