Reading between the lines Hinton is looking to increase and/or protect lost sales from anyone whose sympathies are with the Princes other half. The article then goes on to talk about the definition of a paparazzi shot which isn't clear and allows the papers a nice get out clause should they need it.
Self policing by the papers is never going to work because it's all about sales and profit. When an exclusive shot becomes available papers will either print it or run a headline about not printing it - either way it will attract sales. And don't forget that a lot of "celebs" do deals with the paps anyway to generate stories and exclusives. Jason Fraser is a well known pap and used to doorstep, hide in bushes, etc. but these days he's mates with Posh Spice, etc. and his shots are staged.
