Nikon TTL and flash metering

Not sure if this is the right place to discuss this, but I was thinking about issue with regards to flash use etc and so on with macro. I use a Nikon d5000 and set the ring flash to TTL. If I set to manual mode and underexpose a touch, I would assume that the flash will kick in just a touch to fill in shadows etc?
If I just leave it on aperture priority mode and leave exposure as normal, if a flash is connected with the hot shoe, it seems to fire every time regardless. The problem I have is that it then starts to overexpose. I can only assume that this is due to the fact that the shortest shutter speed I can have is 1/200, and that if at 1/200 there is already enough light, the flash still fires and the shot is overexposed...

Any experts on Nikon metering out there please????

Dial in -ve flash exposure compensation to taste. With nikon I am usually somewhere between -1.3 and -3.0 FEC for fill flash when shooting people, macro may be a little different.
 
Centrally focussed on a largely uniform subject matter. I have tried spot and matrix metering too.

Had to ask, its a bad habit I developed over years of focusing then re-framing which plays havock with TTL as it meters for where ever the point of focus is (which after re-framing is no where near the point I want properly lit!).

Many times I have cussed when I made the mistake :bonk:

Could be a good starting point, then start thinking about compensating the flash to taste.
