For DX, the 17-55 is a much better lens. Sharper wide open.
If you are thinking of going full frame, the 28-70 f/2.8 AF-S is still fine, although its somewhat over-rated, and outclassed by the newer 24-70.

I have the 17-55 and rate it highly. Don`t know about the other as I have never had one.
AFAIK 17-55 is DX only,I think the 28-70 will work on either, so if your planning on going to FF, maybe the 28-70 would be the better option.
