I'm hoping that someone who works in the NHS can explain this to me: why is the NHS never prepared for a large rise in people being admitted to hospital with the flu in the winter, when it happens every single year?
I daresay it has a lot to do with setting staffing and resource levels at an average level across the year, or even paring them down to the lowest levels and hoping for the best, but surely it's just p***-poor planning?
