Hi and welcome. Cameras don't need to cost the earth remember and if it's your first there's certainly a lot to be said for looking at second hand gear (I did).
Something entry level / used will get you some hands on experience and most importantly you'll start to learn how to use the different functions found on a DSLR.
What sort of experience do you have and what would you like to photograph? Do you have any kind I'd budget at present?

If you have a look on ebay, there's a lot of DSLR models around 10-15 years old that are well within your budget, often with battery/charger/memory card and one or more lenses included.
Models to look at in the Canon brand would be 10D, 20D, 300D, 350D, 400D.
There's also Nikon, Sony, Sigma and other DSLRs but I've never used those ones, so would be unsure as to what to recommend.

As above, plenty to choose from at that price on ebay.
They're unlikely to be mint condition, but will get you on the ladder and used to controls and operation of a DSLR. Also, when the time comes to upgrade you can usually maintain use of the lenses and upgrade the body only.
