New Software, Do i need it?

I have Canons DPP software and Photoshop 7. I used to use photoshop just for cropping images and creating buttons. banners, headers etc for websites.

Now I'm into this photography lark i feel PS7 is pretty dated but not sure i can justify splashing out on new software. I can't afford CS3/4 but i can afford Elements7 but don't know if it's significantly better than PS7. PS7 has a superb optimizing tool for saving smaller file sizes. Does Elements have the same? Are there tools that are better than PS7? Does Elements handle RAW files better than DPP?

Any advice would be great.

If PS 7 does everything you need it to why replace it?
 
Well so far it does indeed fulfill my needs. I just like shiny new things so any excuse to 'improve' my software and I'm there! :D

Seriously though i just want to know if people find Elements better than PS7 or Lightroom 2 ?
