network sharing center

Having a wee issue,can someone explain in the simplest form why i don't see my ipad in the network sharing center on PC or anywhere else that i can see on PC .Would i need to connect the ipod by USB cable to sort this ?,or can it be done wirelessly .

Been trying to sync my spotify playlist this morning ,failing miserably so any help would be appreciated .

In order for it to be in the network sharing centre (I assume you mean as a machine in Windows Explorer as in pic below)

you will need to coax the ipad to join a windows workgroup. No idea how to do that (or even if it is possible).
