I've moved your thread to the computers section.
Almost any video editing software will do it but you may need some hardware to connect your source to the computer.
TV cards often have video inputs for capture or there are various USB devices that will connect a VCR type source. Most newer cameras save digital files so 'capture' isn't needed, just file transfer and then editing.
