The best advise I can give is take as many photos as you can,it still is the best way to learn

You need to become a mediocre photographer before you aspire to being a good one. It's taken me years to even reach mediocre levels

Talk Photography is certainly a good place to start the big learning curve, but there are so many topics to cover, which can help you, but not guarantee success.
Submitting images in the appropriate section of TP, requesting critique, might be a good place to start.
Everyone will have a different opinion, but some of the things that can help are a good understanding of the following:

Composition
Lighting
Exposure
Knowing your gear inside out
Location

and further down the line:

Equipment
Processing

But one of the best things to have is a good eye for the shot
