ND Grad application

Are there any free software programs that allow an image to have a grad filter added, similar to the easy actions of those in Lightroom 3 (I don’t want to purchase LR3 for this reason alone).
In addition to LR3 allowing easy grad filter application, it also allows exposure adjustment within that filtered area.
I have Gimp, but I find it too cumbersome, with layers etc.
I am at a loss as to why Canon’s DPP does not have that facility.

This free online editor will do it if you add a new layer, then use the gradient tool to add the grad of your choice, then change the blend mode to darken and play about with opaicity on the grad layer.
I know it's online so not ideal but it is free.
