It's a "feature" of Windows7. 
It's because the directories which are visible via Libraries are actually static virtual directory listings, and there is a caching problem in Windows7. Bit like you have to refresh a webpage sometimes to get the latest changes. It can't be fixed except by Microsoft, but is on the list of things to do in a Windows Update some time in the future.
In the meantime you can speed up the refresh by hitting F5 each time (just like a webpage, instead of via the file menu), which will clear the cache and get a new directory listing. Alternatively, if you navigate to the actual directory rather than via the Libraries shortcut, (eg: C:\Users\Yourname\My Pictures) it should refresh instantly when you delete or move files.
