motion blur using gimp

i know you can do it on photoshop but i have tryed it on gimp but its bluring he whole photo not just the backround i normally get the blur with my camera but i just want to add a bit more blur to a photo can anyone help me thanks

the last is lot more helpfull but when i use the eraser it just scrubbing out the car any help me im crap
