If your going to be photo editing ideally you need an IPS screen capable of full 8 bit color,good viewing angles etc etc.
If editing is your main concern I would save up some more cash and go for a better screen.
Unfortunately IPS screens arn't made as small as 19" The cheapest decent panel I could recommend would be the new dell 2209wa but its twice you budget.
