look in the back of a photography magazine - there are usually girls who'll do TFP
there are also websites like model mayhem and purestorm but ive only heard of them so i cant give any first hand info

Personally the steps I would take are:
1- Ask close friends/family, this way you feel comfy with them and can practice without much pressure.
2- Then ask wider friends.
3- Then ask friends of friends.
4- Then go to modelmayhem and such, as you will have a decent portfolio built up.
Just my own thoughts. This is the way I intend to build my experience in this area, I have a friend who is happy to model, knows how to pose and looks great - helps alot and now I'm more confident and have shot friends of friends etc.
My problem is I only want to shoot people who I know will look good in photos, so putting a wide appeal via FB = end up with people asking who you perhaps don't want to shoot, or asking for their kids etc. Also its hard not to look like you are just chasing girls if you only want female models, even if you are a good looking reasonably young chap

This, so much this.
Okay, I'm 16, hardly going to be doing test shoots just yet without a great portfolio, so I need to shoot friends and friends of friends. And chuffed as I am with how well the "I'm into fashion photography and looking to build up my portfolio" works with teenage girls
, it does bring a lot of awkward situations in looking for reasons not to shoot someone
