Be part of the media.

(It may help to give people a bit more info on what you want to do and why...)
 
A lot of places will ask you what publication you are representing, but yeah some clarification on what you're doing would help.
 
I want to do track day photography (as close to the track as i can), looking to sell the pictures on my website and also do the photography for a few of the car owners clubs that i am on

Contact the press officer for the event concerned, I did this for an international athletics event at Loughborough university a few years back and they now send me an application for any events thay have.
 
Contact Motorsport Vision and ask for a media access application form that gives you access to a lot of track and hospitality.

also don't forget to take your public liability insurance docs with you to any event.

which public liability due you have get ? is there one that covers togs
 
If you are working trackside you want pulbic liability up to 5m really.
As to which, well you can usually get it along with photographic equipment insurance - I use photoguard.
 
If you're selling images on your website, that isn't really media, that is commercial, so you will probably have to pay the circuit for commercial rights...
