So I sent a polite email a while back to our council asking for a replacement Blue bag for recycling the cardboard. A very swift reply back saying that it will be arranged but may take up to 2 weeks, in the meantime put all cardboard in empty carrier bags untied and it will be collected. We do not use many carrier bags as we have five or six of the heavy duty Tesco Asda bags, so I put all the cardboard in a black bin bag and left it untied with the top of the bag tucked under the lid of the bottle box,you could not fail to see it. Two collections later and it is still here. Another polite email explaining the situation, another quick reply. We are sorry to here your cardboard has not been collected but your bag will be with you shortly, in the meantime I advise you do not use a black bag for disposing of the cardboard. Call me me bloody argumentative if you wish
But I could not help but replying again explaining that their refuse team come to my house to collect the cardboard. They usually empty the cardboard from a blue bag and leave me the blue bag for the next collection. All I am asking is that they do the same but with the black bag. Not too difficult is it? Or is it? 
I am thinking there might be some health and safety issue here like one of their workers could accidently suffocate if the wind blows the black sack over His/Her head. The days of using a bit of savvy seems to be slowly diminishing imo.
