I see that Ms Fairweather is moaning about Phil the Greek not being charged for anything. Personally, I agree that there's no point. At worst, he'd get a fine (presumably a fixed penalty of a couple of hundred quid) and some points, neither of which will make much difference to him and would cost the system far more than it would earn for it. If she's after a bigger pay out (surely not...), go through the insurers.
