I saw mention of using a monopod with what is effectively a "flag holder" many years ago and thought it would be beneficial method, though more for holding the camera to the eye!

That is/was called a string (rope ro even chain) monopod :)
 
I do similar only with a tiny tripod when shooting video. But more on the chest, just spread the legs of it out pressed against the chest, ball-head pointing the lens forward. It actually works, don't think I'd be doing it with anything bigger in public though
