I'd hazard a guess (and going by what I know from LR2) that because layers aren't supported in the same way as photoshop, full-on blur effects will be hard to achieve. I think there's something to do with clarity that will affect overall sharpness (and this can be applied as a local edit using the brush function I think) but I doubt it will be anywhere near as effective as any layers with blur added that can be done in PS.
You can add negative clarity or sharpness as a local ajustment, but it'll be a bit more tricky to apply as you have to "paint" it on rather than bluring a mask.
That should do the trick, I can get a great effect with the blur brush in Aperture 3...Aaaah Aperture, If only the bugs were sorted :shrug:
