I have Lightroom Classic CC on my Windows. I have about 6600 photos imported into my Lightroom Catalogue.
I have a half a dozen of Collections, one of which is "All Photographs" which I set up to sync with Adobe Cloud.
I have Lightroom CC for iOS on my iPad. However, it does show the "All Photographs" Collection, under Albums heading, and it correctly shows it as having 6600 images. But LR CC app on iPad does have its own "All Photos" which is showing 11000 images.
LR CC app on iPad is not set to import any photos in iPad's own Camera Roll. The extra images in my Adobe Cloud may have came from earlier imports from my LR Classic on desktop computer, and synced to iPad.
Am I correct in assuming that to sort out this problem...

- In the Lightroom Classic on my desktop computer, turn off sync.
- In Adobe Cloud, delete all the photos there.
- Make sure Adobe Cloud sync with the app on the iPad. Make sure both the Cloud and the app on iPad are empty.
- In the LR Classic on my desktop, turn the sync back on, and this time it will only sync the ones I marked for sync.
- Make sure Cloud also sync to the app on iPad.
