You'll have to use them as graphics - you can't use fancy fonts in body text as if people looking don't have them installed your pages won't display properly.
What they mean is that every PC has a font library and the browser is set to default to a particular font if the pc does not have the font you have installed on your site(unless loaded as a graphic)
For the design this means that if you go for several rarely used fonts most people won't see thesite the way you do.
There are ways of forcing it to work but you really are better for the main part of the site sticking to the recognised common fonts.
