Yes
ok last week i had a play with shutter priority mode and did some light art messages etc. no problem and went pretty well
anyway 2 days ago i was at the coast on the cliffs and went for a long exposure with the cliffs and to get the smooth/milky whatever you want to call it effect with the water
only problem is i kept getting full white out pictures and not a clue why

Seems simply that you have somehow grossly overexposed them?
What was the light like and what setting did you have in? Must have got something wrong like dialing a high iso in....

You over exposed it. Long shutter times in daylight (even evening/morning light) without some sort of ND filter is not really practical. Even with high f-numbers and low ISO you may still need an ND filter to get the effect you are after. If the f-number is too high (e.g. f16, f22 or higher) then you are running into diffraction issues.

ND = Neutral Density. Basically they are a filter you place in front of your lens and they reduce the amount of light allowed through, without significant affect on the colours. (hence the neutral part ...).

Presumably in the day time?
If so, you will need filters to enable longer shutter times without blowing everything out.

Edit. beaten to it.

ah thanks for that i had been looking at ND filters and wondering about that
yes was in daylight was in shutter priority and was at F8 on 180mm and a 30 second exposure

Clearly then, at night when doing the light painting you can do that but really not in the day time!
