No, he's talking about the "zero settings"... but everything he is doing gains you nothing. You could just pull contrast and bump shadows/blacks to get to the same (crappy) point.
A more relevant point would probably which camera profile you choose to start from.
The thing that amuses me is he provides examples of two so-called "Neutral" developers, each of which shows a completely different rendering of the image.

Who cares what the starting point looks like anyway, if you are going to apply your own adjustments.
