When exporting from lightroom there is a section in the export box called image sizing. Do I need to have the box named resize to fit ticked, and enter the sizes in the box that I'm going to print or should that section be left blank?
 
Its up to you, resizing can reduce the file size if you want to post em on the web, also use the quality slider just above.
For web I resize to 1280 x 720
For large prints I don't resize
 
I export from lr and take to printers. I have been altering the sizes for different size prints, I mean if I want to print 10x8 I will change the figures in the box to 10 x 8 inch. Is this right or not?
 
not if the crop ratio is wrong no, if you have a portrait shot that is say 5 x 8 and you choose to resize to 10x 8 you will have a small photo inside the 10 x 8.

No. Crop to 10x8 (or 5x4, it's the same thing) and ignore the resize info. That way you'll have the maximum quality file from the image you have.
