Lightroom 4? Also free ones?

I have Lightroom 3.5
Is it worth upgrading to the newer version?
Also what is the best free photo editor?

LR4 uses the new 2012 process which is a lot better IMHO.
Gimp is about the best free "photoshop style" program, it's very able and more or less on par with the earlier versions of photoshop.
