Hi guys and girls, I've been editing my pictures for a while now and my skills are increasing I've noticed that there is an option to change in the import 8 bit or 16 bit component settings. I've tried using the 16 bit setting as I've learned that is better but when it opens from the transfer from LR to Elements I can't add any layers to the image at all.
Can anyone shed some light on this, am I doing something wrong or is it my PC ?

AFAIK, When using Elements, the image has to be 8bit to enable the use of layers.
Elements should ask you if you want to convert to 8bit to enable layers.
So it's not you or your PC, it's just Elements !
 
So elements can only process 8 bit files then, damn. Am I missing out by not being able to use the 16 bit types ?
 
There are a few things Elements can do in 16 bits, including using some filters. I'm away from my PC at the moment so I can't check but I know that I often take a 16-bit file into Elements to apply various Topaz filters. And I'm pretty sure I've used Perfect Effects this way, too.

There's a trick to duplicate a 16-bit layer in Elements. Select the Move tool and hold down the Alt key as you drag the image down a short way. Let go of the Alt key and the mouse button and a duplicate layer is created. Then just drag the image (now the duplicate layer) back up until it snaps into position.

I do this even when I convert the top layer to 8 bits so that I've always got a 16-bit layer to go back to if I want to start from scratch.
