I am looking at making a pair of wall brackets with standard lighting mounts on them so that I can get my backdrop lights closer to the wall and give me the equivalent of a slightly wider studio. My backdrop will be attached to a bracket I am welding and attaching to the ceiling and so I know exactly where the backdrop will be. I will still have stands so will retain the flexibility of that but I feel that having them on the wall will just help keep them out of the way.

So does anyone know where I can get the mounts from or possibly someone who has one or two broken stands?

My studio project.

Is it just something like this you need?

No its the opposite bit ie the top of the actual lighting stand.

I want to basically make a bracket for the wall that I can attach a standard studio light onto. My garage is 16'3" x 8'6" and with normal lighting stands not being able to get within a foot of either side wall the lights would only be about 6' apart. With the lights on brackets on the wall they will be 7'6" apart.

Not sure what you need then, the adapter in my pic has a 3/8" thread on top like the lightstand, is it more like a spigot you need?

It is the top of the actual stand ie this bit..

If I have this on a bracket I can just attach a light onto it.

graham sells the spigots that you are looking for very reasonably. Just need a standard (or fat, there's an adapter inside it) camera screw to go into the bottom of them :)
