Hi guys, ive been offered a Sekonic Handy Lumi Light Meter Model 246 free of charge, but I dont want to accept unless its something that I would be able to make use of.
I know NOTHING about light meters so this would be a first step for me, i guess my question is.

Is it suitable?

A light meter is a handy piece of kit, you never know when one might come in handy. But saying that this model is limited in it's uses

It is technically a light meter - but it measures in lux, and would be difficult to use for any practical photography.
 
Yep- it's the sort of meter the bod from the council would use if you were complaining about your neighbour's trees affecting your light or to check that light levels in your workplace were at acceptable levels.

It would have limited use for cine/video photography but little practical use at all for still photography. There are far better options open to you if you want to get a photographic light meter.
