Have you tried these fixes:

http://helpx.adobe.com/lightroom/kb/error-unable-start-correctly-0xc00007b.html

Assuming you are running Windows, you could try the System File Checker rather before going down the reinstalling Windows route:

About - sfc /scannow

http://support.microsoft.com/kb/929833
1.Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
2.Type the following command, and then press ENTER:
sfc /scannow
The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.

Same here, tried both but no joy. This is very tiresome and a not uncommon problem either, sort it aaaaaht Adobe !!!

This looks like a HDD or memory error to me.
run chkdsk /f
it will run on the next reboot, see if it fixes any HDD errors.
Re-install Adobe

The answer is ADOBE are s***e. Fed up with all this malarkey, will return disc for a refund and buy a real program that works without having to download, reinstall, reboot or whatever.
This is far too common a problem and no other download/installation I have bought/used has ever proven so problematic.
Sorry folks, I know most of you are content but this is not an isolated problem and Adulldulldullbe should have sorted this before release, why should I have to reconfigure anything to accomodate their software, if it isn't 100% it should only be released under the proviso it's a test run and for free.
Rubbish.

Phew, and breath, sorry for the rant.

I have some sympathy for software developers (although this quickly vanishes if it is me having the problems) as there must be millions of permutations of hardware and software out there that they have to get their software to work with.
