Lens ID

Is it not one of those screw on Macro/Fisheye lens attachments that are all over eBay, they just screw onto the filter thread and give a magnified or fish eye effect

Usually pretty poor quality though
 
Well it's made by JVC and has no screw threads on either end- also came in a case and looks pretty old! Maybe for a video cam?
 
Judging by the distance scale, it's a 2x teleconverter, and, yes, it looks like it's for a video camera.
