Lens advice please

Hi all
im after a little advice, i use a canon 500d along with the kit lens ( 18-55 mm) and a 70-300mm, but im starting to get in to using filters, more so the circular polarising filter, my problem is that the end of both my lenses move on focusing which is a pain because of the nature of the polarising filter, so im after a budget upgrade to a lens that dosent move at the end so that i can focus and use the polarising filter.
I have about £150 to spend and dont mind buying a good used lens. I do use my camera for a range of things from landscapes to car photography so needs to be a zoom really.

Any help would be greatly appreciated

You can get a Sigma zoom like 17-70 18-50 I think they do not have rotating front elements, but it's worth double checking
 
Is the polarising filter one of those that you can rotate after you have focussed the lens? The one I had on an Olympus camera many years ago did just that so you could readjust the level of polarity to a fine degree. If such a filter still exists it would be less expensive than a new lens surely?
