Layers from non adobe softwRe

Can someone recomend a non adobe software package for doing layers specifically for the sky versus land effect of highlights / lowlights?

I use Gimp for serious layer work and and Paint.Net/Pinta for quick and dirty edits. They are free. So give them a try.

Serif Photo plus layers work well but the clincher is that just like Photoshop Serif Photo Plus also features adjustment layers unlike other free photo editing software.
Free and paid for versions of Serif Photo Plus are available.

Gimp is pretty much like an older version of photoshop (similar-ish) It'll do most of what photoshop will do, and it's free.

Paintshop Pro x7 can be had for 30-40 quid, it does adjustment layers, x8 is out so x7 may come down in price.
