I am now in the process of wiping all and starting again.

just finished another format of the system and full factory reset etc and yay its finally working right

well that is weird, my money is on a driver gremlin. glad you are up and running

i finally found the problem
windows just did a auto update that it had not done prior on this fresh install.
update to 1803 i think it was called then suddenly the same problem again.
fortunately this time i knew the only thing that changed i.e. the update.
uninstalled the update and hey presto back to normal.
from a google seems many people have had problems with this update
